he's a non-problem.
if he stands out with his new user, he'll get banned.
if he doesnt stand out, he meets the forum requirements (which is more than most idiots still in here )

did he say that via email?
you know that in the email header there's the originating IP of the sender? so unless he did it from a cybercafe (and even if), it's enough to eliminate at least 1 IP and geolocate his position...
if you have some spare time...
